JoAnn Shaner

 
 

JoAnn Shaner has been a board member and treasurer of Open City Advocates since 2008. JoAnn held various positions during her 35-year career in finance and project management with IBM Global Services. Over the course of those 35 years, she managed a team responsible for financial management, scheduling, staffing, and facilities for a portfolio of various federal contracts. She also planned cost and pricing rate structures for a $1.5B business and was responsible for meeting financial measurements, establishing and scoring incentive targets while ensuring the organization complied with IBM business processes for forecasting, labor claiming, quality assurance, pricing and billing. JoAnn retired from IBM in 2019. She is an active volunteer, serving as the trail supervisor for the Soapstone Valley Trail as a member of the Potomac Appalachian Trail Club. JoAnn received her MBA from the University of Wisconsin, a Masters from Stanford University in Educational Policy Analysis, and a BA from Tufts University.
